I wonder ... could that be a correct abbreviation of ... "Parking Bay Is Suspended"

As you suggest, I think it is entirely acceptable..........although it would have used just as much 'ink' and space to have written it out in full.

I think it is potentially correct, if there is just one bay that has been suspended.

and 'suspended parking bay' suggests problems for the parkers.

As you obviously realise, the correctness or otherwise of the quoted words depends entirely on the number of bays involved...OK if one, wrong if 2 +. Having said that, surely most people would have written "Parking bay suspended" had there been only one involved.
