what can you do if the chief executive of a charity is not doing his job

What course of action can be taken if the chief executive of an organisation is not doing his job, he gives no support to any of the staff when they have got a problem and can see that work is not being done correctly.
Unfortunatley because he is a deaf person head of a deaf organisation, the board think he is wonderful, which he might be but he is not doing a correct job, his wife also works here as a support worker and is off on sick leave, but has been allowed to go to France on holiday.
Can anyone help us?
