not sure what context you want to use this but

   RAGAMUFFIN  is sometimes used for anyone with old clothes    nowadays dress sense has gone down in many quarters so would have to be really poorly dressed and TRAMP  is a phrase to describe this

Do you mean  ill-mannered ? again society has changed and  LOUT  or OAF  are descriptive words but then modern words been added like chav etc
