I would make sure every 18 yr old had to do a stint in the Armed Forces for two years, male and female.
it works in Turkey, Israel and a few other countries, I think this would instill in people good values that would carry them on through life, not all, but a lot would make a better person by it, there will always be the bad apples

but they should'nt have it so cushy,they are better off in there than some poor good living families.
