Floppy failure and recovery

There was a fellow, with whom I have now lost touch, who had a nifty piece of software which could access the material on a normally totally inaccessible floppy and read it bit by bit each of which could be written to a text file. From this you could then resurrect almost everything that was on the floppy by editing out the garbage and filling in gaps (if any ) in the material you would then recognise if it is your own. This worked magically on lost Word files, including ones that were 'deleted' in error (always providing nothing was overwritten). Does anyone know of such software being available (source and price also, if you know it) ?
