my local council say they can make rules that over rule the allotment act of 1950 i thought only a new act of parliament could over rule it

people have added that bit on there own sites probably council allotment manager but they should read it here for the proper version

Parliament gives local councils the power of by laws in certain areas. It certainly wouldn't in matters such as the death penalty.
This is because government cannot govern every local issue. In this particular instance it may be perfectly reasonable for allotment A to allow chickens but equally reasonable for chickens to be banned from allotment B because of the proximity of houses etc. Yes, your few chickens may not be a nuisance, but if every allotment holder kept chickens it very well could be.

This seems to suggest that the Local Government Act 1972 allowed Councils to create bylaws restricting the keeping of livestock on allotments.

yes Coobeastie bye-laws restricting livestock are allowed but 1950 allotment act says hens and rabbits are not classed as livestock
From the link:

"Section 12 allows certain forms of livestock (hens and rabbits) to be kept although this is, in some cases, restricted by local bye-laws"

It does refer to the keeping of hens and rabbits as being possibly restricted by bylaws.
