Bluetooth Dongle

I have just brought a "Mini USB 2.0 Bluetooth V2.0 EDR Dongle Wireless Adapter" off of Ebay, and it said it was a "Plug and Play", but when i put the Dongle into my laptop nothing comes up as a removeable device and i cannot find it anywhere.
can anyone tell me why and what i need to do to get this working?

Bluetooth should be plug and play as long as you have XP service pack 2 or a later version of windows installed.
