I have a Magnolia tree outside my front window,I want to cut it back but not sure when the best time is to do it.What do readers think ?

I would only prune to shape unless it is getting too big for its location. The best time is late spring/early summer after it has flowered. If you prune now you risk pruning the flower buds off.
I'd go along with that HW, the problem with heavy pruning is that a multitude of strong growing whippy shoots will spring from each cut.
