Name of an actor

Does anyone know the name of this actor: He always plays the scrawny, dodgy cockney charachter -a bit like Billy Mitchell with a pony tail. Been in loads of TV dramas wherever a scrawny, dodgy cockney is needed! I'm sure he appeared in Pulp Fiction and had a cameo role in that police drama 'Murphys Law'

Is it Steve Sweeney? He was in Murphy's Law and Lock Stock & 2 Smoking Barrels (not Pulp Fiction, tho), he has a weasly face (sorry Steve) and often plays dodgy geezers...

I saw Steve Sweeny in Nil By Mouth and I thought it was the actor who played Billy Mitchell so it could quite possibly be him.
