How do i shorten the length of an mp3 on my computer so i can transfer it to my phone so it doesn't take up too much memory?

You mean you want 10 seconds or so from a full song to use as a ringtone?
Or you want the full song, in lesser quality (and in mono instead of stereo) so that the file size is smaller?

Either way, lots of free downloads (such as "Audacity") do this.
