My father who is a widow had a stroke and I am looking for a personal nurse that can take care of him at home. How does one go about looking for one?

I sometimes see adverts for these sorts of positions in the local paper. You could try that.
The Stroke Association should be able to provide guidance. Call their helpline on 0303 3033 100.

The local hospital can give you the phone number for agency nursing.
Ask at your Citizens Advice Bureau - or look up Nursing Agencies in the phone book. Make sure you take references or make sure that that the agency have.
you need to work out what you want first - that will inform your next move. For example, do you want a qualified nurse to look after him or A carer? do you want someone there all the time (including overnight?) do you want the same person (ie live in?)
If you want someone to live in like a companion but with caring dutues too then it's a different agency you need than if you just want nurses/carers to come in at various times during the day
he sould have really been assessed at hospital and have been visited after to see if he could cope at home. Social services would then get involved and would probably fund some of the care. I work for a company that provide care in the home, personal care, bathing visits, meal visits, tuck ups etc
