nothing other than its probably a word meaning hanging around the letter E (for espania) meaning punitive and ending in ing!!!!

...or even a word for punitive around E giving a word meaning hanging! And ending either in ING or ANT or ENT. Has me stumped though...
shant sleep tonight unless some smart alec gets this!
You must be a ble to get some more letters - I can't believe there'd be eight unches in one word!
Perhaps giving us one of the other clues would help assuming that the n is correct
impending would fit the hanging bit it also has an E in the middle to do with espania as ineedahobby suggested

Wow - I left the house for a few hours yesterday and this is what I came back to!!  Thanks everyone.  I still don't really understand how we get swingeing from the words of the clue. I am going to have to learn to let it go!
