i have just installed sky freeview and wish to watch tv3. i live in the republic and all it says is insert sky card. is there anyway i can fix this?

Not available without an Irish Sky card .. or Card with Northern Ireland postcode.

Take the card out and clean the chip?

They're not using a card .. although an old card may well give a few extra channels .. as some are soft-encrypted.

According to this wikipedia list, TV3 is only available as part of s subscription.
