Although the compensation is costly, it's actually being paid to prevent a public trial which will compromise security, as well as costing the tax payer millions more than the compensation.
That's the official line.

The government sometimes pays to avoid embarrassment. Here, Cameron is actually protecting members of the former administration. Members of the security services wouldn't have been sent to Morocco and Pakistan to 'question' suspects without clearance from the highest authorities.
