We then have an external separate thermostat for the central heating, which controls those radiators which are left on all the time - our heating stat is usually around 18-19 degs C which is warm enough for us. The rads in less used rooms are only turned on when we need them.
What you want to minimise is 'boiler cycling'. This is when the boiler constantly turns on then off for short periods. Each time it does this it wastes heat up the flue getting started up again.
The optimum setting is often to have the boiler stat temperature relatively high, provided that you have temperature stats (one or more) in the rooms and on the DHW tank that will force the whole system off when the demand for heat for CH and DHW is satisfied.
