Switch OFF System Restore. Reboot and do a full scan again.
Download/install Malwarebytes and run a full scan with that too.
Let them fix if they can.
Some errors caused by infections have to be manually fixed or with appropriate software help. But that's a start.
Bad entries left behind as 'Services' or 'Run' processes can cause this problem.
After the above, there are other ways a little more drastic.
Look in Task Manager at running processes to try and identif the culprit.

You should boot into Safe Mode before you do your scans. What OS are you using? If you are using XP you can find it by going to Control Panel, Performance and Maintainence and click on System Restore and tick to turn it off.
