Taking away the fact the the kid is orrible, Did he actually commit any offence by climbing up the cenotaph ?.

Just wondering because there's a lot of people asking why he hasn't been arrested.

If the charge is maintained, Violent Disorder is the most serious of the Public Order Offences and usually results in a custodial sentence handed down by the Crown Court. Magistrates' sentencing guidelines suggest...

Hi New Judge, violent disorder (the appropriate charge here) is Sec 2 of the POA and Riot is Sec 1.
Riot, the most serious public order offence was / is rarely used as it can make the police liable for compensation.
Yes, quite right optics. I should have said the most serious of the five sections that one is likely to be charged with in these circumstances.

Riot is seldom, if ever used. I don't have the precise figures but I do not think there has been a charge under Section 1 brought for many years. I believe this is mainly because its stipulations make a successful prosecution very difficult compared to Section 2.
