LAKE ALBERT is an anagram of TALL BEAKER but I don't see hyet how it would fir the rest of the clue. It depends what the ... means- does it relate to another clue?
'spanner' often refers to a bridge, if that helps

Many thanks for your responses. The suggestions all fit, however I don't understand how archbishopric and rumpelstiltskin fit the respective clues. Please could you explain? The Lake Albert answer relates back to the previous clue which was "US city as a former land in Africa with water features such as......" I answered this as Nyala, from Nyasaland, which presumably is where Lake Albert is located.
See = Archbishopric: Arc 'spanner' + bi 'opening(first two letters) of bicycle' + shop + ric(h) 'not quite loaded'
