Yes, although I can't see an easy solution, and presumably it works the other way for UK citizens who don't pay fines incurred abroad

That's only too true factor,
I have a friend(from Guernsey) who visits London in her car, via ferry, quite often,and visits me.
She doesn't pay the Congestion Charge,nor does she take any notice of Parking Tickets which she gets.
As Guernsey is part of the UK but NOT in the EU it seems that Guernsey cars are not on the DVLA database,so she gets off scot free.
She doesn't seem at all guilty about this!

It seems that even if Guernsey cars WERE on the DVLA database,there would be no way of enforcing these fines as Guernsey has it's own laws.Even if the EU does amalgamate their driving records Jersey and Guernsey would not be covered by it.

Are there more on the spot fines abroad which have to be paid or the car is impounded? Seem to recall France do this.
