No hot water/heating for almost 4 weeks now! Should we be entitled to anything?

At the beginning of December our boiler starting being very temperamental but we still could get hot water at random times throughout the day. We had a plumber come around with a part on Dec 24Th, worked while the plumber was here then two hours later packed in all together and there wasn't even a ignition light. We haven't had any hot water/heating since then and in our area the temp has hit -15 at least so as you can imagine it has been very cold. I know its mainly just bad luck but the landlord has always been aware of our situation since it first came about, is there anything we are entitled to?

Any Advice would be much appreciated.

I would contact the Citizens Advice Bureau, or Age Concern if your are elderly. They will give you a lot of advice about what you can do.
Just found this link which might well help you. It seems you should contact your Council Environmental Health Office. I have only skimmed through the link though!
