No hard and fast rule.  Most books will tell you all trees main rooting zone is in the top 600mm (2 feet) of soil but nobody taught the trees to read!  All depends on soil type, competition from other trees etc.  I have dealt with subsidence claims with cypress roots down to one metre, other species way beyond that.
