It's far from a modern phenomenon and has been going on since time immemorial.
Incidentally, not trying to nit pick but isn't the lady's name Gabrielle Giffords? Or are you referring to someone else? The lady shot yesterday in Tucson, Arizona?

They haven't. People are just as good, kind, generous, helpful, nasty, intolerant and brutish as they always were.
What has changed is that we now live in a world with near instant communications, 24 hour TV and news (and that's a lot of minutes which need to be filled) with editors desperately trying to select what might be important from the run-of-the-mill stuff.
So now you get bombarded with reports of this, that an the other at all times of the day and night, and that alters your perception.

As the others have said it hasn't taken over. Think of the excesses throughout history especially in religion . The Aztecs, Incas, Inquisition, the Witch hunts, Medievil torture. 0r in more modern times the brutal lives that many people lived in Victorian Times.
I would however add another adjective which may be greater today and that is hypocristy from Westminster to the Unions and the Vatican . Because of modern communications we are subjected to their pius platitudes to justify their immoral and criminal behaviour on an hourly basis. .
