Is there known syndrome for someone unable to be quiet?

My father, recenty has adopted the habit of not being able to be silent for more than a minute. He has to incessantly whistle, hum, sing or tap his fingers and I do mean constantly. I just wonder if it something that anyone else has experienced, help is required before my sanity is completely shattered!

My partner is constantly tapping his fingers, fiddling with the tv remote, clicking his tongue, humming (tunelessly). He is driving me mad! On top of this, he finds silence quite difficult so our TV is on 24/7. I call it HWSTFU syndrome. "He won't shut the **** up". If you get a cure (that doesn't involve a shot gun) please post it here!!!!!
my husband has always had facial and other tics. If he was sitting reading a book quitely he would not be able to be quiet or still, his tics would come to the fore, either moving his head, making little noises or stretching his neck. He has always had them since i've known him and i've either always just thought of them as tics or a veery mild form of tourettes
