getting a "council" flat

How would someone get onto the council housing register? I realise that this person wil be low down on the list, (he is a single male with no dependents) and currently has a place to live but this may not be indefinate .

But I think it's good for evedawn's friend to know how difficult and complex(and legthy it can be)
Like others have said, it depends on the area. With my local council, you apply and you get a list of all the different locations - you can then pick which areas you would like to be considered for. You are then awarded point based on your circumstances. Different areas require different amounts of points (a flat in a not so nice area would require a lot less points than a house in a nice area). You will then join the waiting list at the appropriate place for your amount of points for each area you want considered for. It will also depend on the housing stock in his area. Big cities will have much longer lists and he will have less chance of getting anything, but if it is a smaller town and he is not too fussy about which areas he would take then he will have a better chance. There are a lot of single men in council flats in my town.
