Is there such a thing as a usb cable that has a scart plug on the other end?

USB is a digital data connection, SCART is a analogue video connection.

What are you trying to do?

Trying to capture video to PC?

or output to a TV, it's anyone's guess :)

just thought I might be able to watch progams recorded from tv on a flashpen to a monitor that does not have a usb connection

One of these sets will probably work but can't guarantee the final quality.

That's a USB Video capture system, it won't help with what moonraker is thinking about.
