Get a halter...or a 'Halti'-it's designed to prevent a dog from pulling.

A Halti or Gentle Leader will stop him pulling but won't teach him not to pull! As soon as you take it off he will pull again. You need to take him our for a specific training session, i.e. not when you are going somewhere. You need time to be able to correct him when he pulls, by turning back and going the other way. Use the lead to bring him back to your side giving a 'heel' command and praise when he is back by your side. You have to keep repeating this till he realises that it is better to be with you than pulling ahead. You can use treats also, but Border Collies are smart enough to know when you are pleased with them. Join a training class, you will both enjoy it.
Also the type of collar and lead makes a big difference, try a half check or combi collar, which has a triangle of chain as part of the nylon or leather collar. This gives you a bit of leverage when you bring the dog back to your side. Don't bother with a harness - they don't stop dogs pulling.

perseverance is the answer.
I used one of these on my puller with great success, they are gentler IMO than a combi. The halti slid into his eyes and upset him.

Have a look at some of these youtube video clips - there are a couple on training your dog not to pull. https://www.youtube.com/user/tab289
Hi dave had same problem with my 9 month old JRT, he is just so excited every time he goes for a walk (even though he gets walked at least twice a day!)
Similar advice as Lankeela's, but instead of turning round, I stop dead each time he lunges forward, firmly say "heel" and wait for him to come back so that the lead is slack, then set off again.
It takes loads of patience and a lot of stopping and starting, but he is now more or less walking without pulling, and I praise him a lot with "good heel" and the occasional treat when he is walking nicely.

Agree with what has already been said here, and that you should stop, turn round and walk the other way each time he pulls. It could take weeks before you actually get anywhere, but if you let him pull and allow him to go where he wants, he will never stop.
With regards to harnesses, I would have said they dont stop dogs pulling too, 'until' I saw the perfect fit harness. I have just bought three for my Collies (not to stop them pulling though), and they will add an additional D ring at the front for you.....if you attach the lead to this front ring, and the dog pulls it will just go round in circles. Read the customer comments page. The owners who make these harnesses are behaviourists and very helpful.

We went to the 'irish dog whisperer' for training. Part of the deal was a 'canni collar'. It was brilliant. Used in conjunctions with the about turn described by lankeela my male dog has a really good heal. The collar means that when you change direction, the dog had to. No checking etc involved. Don't need to use it now. There was a LOT of supporting training involved too.
We were not so successful with our female.

Lankeela's 'about turn' is the best way but it takes an awful lot of patience!
Just a tip about cycling with the dog; if you want your dog to pull at times but to walk closely when on the lead, use a harness when you want him to pull. He will soon learn that the collar means 'close' and the harness is to pull against.

Update I have just been back to the shop to buy more of the leads I recommended as the two folk I lent mine to think they are marvellous and asked to keep them!!
I am not a charity or anything, both the folk are good mates of ours and offered to buy the leads but they have done loads for us and I wouldn't hear of it. :-)
