Why was traffic not allowed in ancient Rome at night

The streets of Rome were often packed with people. Vehicles were only allowed at night.

At dawn, street cleaners swept the streets and sellers arrived with their goods.
By noon, the streets were very busy. Rich Romans were carried in boxes called litters.

At night, the vehicles arrived. People carried torches because there were no street lights.

I am surprised that Halifax girl has not been given all the necessary facts by her History Teacher. Has the question has been set to ascertain if she and her classmates have been listening during lessons.?

Rome was incredibly noisy at night - just like today!

However, a decree was passed during the six months that Caligula was ill banning all wheeled traffic in the vicinity of the palace and the streets were strewn with straw. Caligula was very popular when he acceded to the throne and the populace was very worried about him for the month ot two he was in coma. However, he was a very changed man when he awoke! The illness seemed to alter his personality to the madman we know now who was assassinated by his own guard in 41AD.

Perhaps there's some confusion with this event?
