....Doing up cars...

Sorry if this is the wrong place to post this, but not sure what can be done, both my neighbours either side constantly 'do up' cars, Every week they each have up to 3 different cars on their drives, and one neighbour parks one of these cars directly infront of my house (its on the pavement so nothing I can do as not my property - its just an eyesore)....both properties are rented...is there anyting I can do as my own drive space is being compromised (there is no partition between my drive and my neighbours...it all looks awful with engines and car parts everywhere...im sure they both have other jobs to do, one side are French, the other Polish.... arrrrgh !! They both smoke also and litter their nub ends everywhere....and they are so noisy talking aloud in their own language...driving me nuts.

This is a matter for the council. You cannot run a garage outside your house it is a business they are running and I guarantee they aren't paying tax on the money they make. Report them.
If these are council houses it is likely that running any kind of business will be against the tenancy agreement. If they are not council then HMRC will be the next best thing.
could you a fence up? this may make it difficult for them to manouvre around the vehicles and seek other places

Not council property, and no cannot put up a fence as will need planning permission...
You can't run a business out of any private house without registering it as a business premises...you may not be allowed to at all and deffo it will change stuff like what you pay to have your rubbish cleared.
