Looking for help again! Urgent

I posted the other day about my brother being homeless, he has managed to stay with a friend for tonight but after that he has no where to go again. I've taken the day off to try and sort this but I keep hitting brick walls. I have:
- Contacted the council who say they have no duty to rehome him unless he is vunerable (I don't know what the hell classes as vunerable if being homeless doesn't)
- Contacted Woodspring who help with getting deposits together for private rental, I'm waiting on them returning my call.
- Contacted social services as he was fostered but they said they can't help because he is 22 and leaving care ends at 21.
- Phoned Citizens Advice who said they can help him apply for benefits and appeal a decision the council makes but they have to wait for a negative decision to be made and for it to be put in writing first.
- Contacted Shelter who advised there are no available hostels in his area and told me to send him back to the council.
Can anyone else think of any other ideas?

No worries, CAJ....good to see you on.....i'll drop you an e-mail and let you know what's been going on since we last chatted. Mrs bear and the cubs all fit fine and funky thanks sweetheart........eldest is away on a Visual Arts/ Media trip in New York this week, so a bit quieter than usual about the house......And i agree with zzxxee.........good sisters are hard to come by.......i wish your brother lots of good fortune and a big hug to you, lovely xx
Thanks overthetop, I will try them if the council can't help him but I suspect if he goes and waits they will rehome him when they know all the facts. He must have gone down there and asked to be put on the housing register and then buggered off again! He has to help himself a little...

CAJ not sure about weston, but in most towns up here, there are blocks of small self contained bedsits that are specifically meant as temporary crisis homes for young adults. They have secure access and a warden. Surely there should be similar down there. They have a bed and cooker with a shared bedroom, my son had a friend in one several years ago. It's like a hostel i suppose. Just googled hostels for the homeless in westonm super mare and a site for Margaret House, Weston-Super-Mare. BS23 3SB.
