I'd suggest Muscle flexing? Reminding everyone who the big-dog is? There has been more talk of a UN/EU taskforce being sent out to Libya to protect protesters, provide a little law and order etc. I guess this might be a suggestion that he could help out his near-eastern brothers rather than "the west"?
