It is the government encouraging us to do everything for ourselves on a voluntary basis so that they can stop paying towards things (local services and the like)

God knows! They are always thinking up ways to con us. Like NuLabour - I could never understand what was wrong with Old Labour. I certainly found out what was wrong with NuLabour. Whatever party is in they will find a way to get round things. I am convinced they have arranged the Wedding of the Year to coincide with something sneaky they are planning.
