Kids TV Programme 80's or early 90's

I'm trying to remember a kids TV programme that, I think, featured a boy with a dog that lived next door to an elderly couple (he had a Presidents name, possibly George Washington?). The boy used to annoy the old man. Think it may also have been a film? I seem to remember a cartoon version and a 'real' version. I know this is very vague but any help appreciated as it is driving me mad trying to think of it.

The American film "Dennis the Menace" was called "Dennis" in the UK to save confusion with the British Dennis the Menace from the Beano comic strip.
