For my sons, from the age of about 20 months the rule was "dummies are for bedtimes only" which meant neither of them were walking around trying to talk with a lump in their mouths. It also was a rule that could be bent for nasty things like injections, or feeling unwell.
Personally, I found the extra sleep given by dummies was worth the slight cost & inconvenience!
