going back to work after maternity rights

my sister is due back to work after being on maternity leave on 12th march! sh was working full time but put in writing to the new manager two months ago a request to work part time and what shfits she could do due to childcare. she was only informed today that the store are only offering her 4 hours which is not enough and reluctantly the manger is going to ask other stores which are alot further away if they are able to take her. is thsi right?
i thought that the hours you did should be avalible for when you return, and that it should not be a week before your due to return when your employer tells you what you can do and this is only because she has been chased up about it.
what are my sisters rights?
it looks as if she may have to go on jsa because of this and will now struggle with her keep as her partner does not sstart his new job for a few more weeks,
please help!

if they have been keeping this job for her return - presumably for about 8 months or more perhaps? and she has suddenly decided to tell them she doesnt want the job after all but wants half of it and it moved around to suit her i dont blame them for not being too amenable.
they would have to find someone to fill her gaps
