Paris Council Elections

In our village, there are never enough nominations to the local parish council to trigger an election. Hence, the same old group get together and elect themselves.
There are eight available seats on the council. If, in May, five people receive proper nominations ahead of the poll, will they automatically form the council (and then co-opt if they wish) ? And what will be the status of any previous councillors who may not have sought earlier nominations - will they any right to the three unfilled seats ?

Yes they will form the council

Previous councillors will be eligible for cooption but have no actual right ahead of anyone else.
