I think so unless they are in receipt of the guaranteed pension credit.

Senior citizens don't get any special perks where Council Tax is concerned, but they still receive the same benefits as other people. So, if they're the only eligible occupier, they'll get 25% off their bill. If they've only got a low income, they'll be eligible for Council Tax Benefit:

I can answer that as I am an oap myself. Straight from the horse's mouth - yes oap's have to pay council tax. The only concession I get is 25% off because I am alone. No doubt there are other concessions for those on benefits, just as there are for those who are not oap's but are on benefits. I believe there are some people who do not pay at all. Lucky them.
