when someone says they are 'on the swing', what does it mean? Ie, Ive not seen you for a while, what you been up to,.....Ive been on the swing. Someone told me it is a military term but Ive never heard this before.

Swing can refer to a worker's rest-period or a shift-system which incorporates such periods. Consequently, it may refer to an absence from work generally. On the swing, therefore, can simply mean unemployed.
"swinging the lead" ?
nothing in Cassell's Dict. or in 'The Urban Dict.' I have never heard of it.
