What is the meaning of 'say to hell with everything' in the following sentences?

 

Ray carried the consortium deal around with him for two days, reading it at the office, in his apartment, at the lunch counter. The other three partners were in. Just sign his name in four places, and he would own the Bonanza. The day before he left for Mississippi, he studied the deal for the last time, said to hell with everything else, and signed the papers.

'to hell with something' means you want it to go away (if you tell someone to go to hell, it usually means not only that you want them to go away but that you don't like them). In this case, I think he is deciding to ignore other thoughts or doubts and signing the papers.
