01) Can a twitter account once created be cancelled/deleted after it has been created?

02) The sign up page also asks at the bottom
"I want the inside scoop—please send me email updates!"
What is that all about?

I don't use Twitter but the first bit was easy enough to Google:

I'd guess that subscribing to the emails will tell you whenever their are any changes to the way Twitter works.
