what is the easiest instrument to learn to play from scratch the electric guitar or a piano/electric organ

I would say the guitar, as it can be learned without being able to read music, where the piano tends to be a more formal instrument.

However, you can learn the piano without being able to read music, ask Paul McCartney.

But as a gutarist who dabbles with the piano, i would say start on the guitar.

i agree, once you know a few chords on the guitar ( such as d e and g ) and can change between them easily, its not that hard to sound relatively accomplished on the guitar

And as for the '3 chords' idea, goldenboy, Status Quo have built an entire career out of that!
