I would like to set up a substance misuse agency, but I do not know what category it would fall under. Will it be classed as a nursing agency or a domicilliary care agency. What are the requirements for setting up this sort of recruitment agency.

Im thinking of going part-time, what do you think?

Possibly the Environmental Health department, or the Trading Standards Dept of your Local Authority might be able to help you with some advice.
