Who should 'give way' ?

I hold the view that, if one is on a hill in a country lane, it is the vehicle going up that should reverse (roll backwards) to let the other one pass.

What, if any, is the recognised procedure.?

Yep.
Surely it's a case of common sense. You are only going to reverse either up hill or down hill if there is a passing place near by behind you.If it's in front of you then you would proceed to it. You cannot be expected to reverse indefinitely.
If you are in a collision on a hill, the insurance company will rule in favour of the car coming up hill. This is a fact.

Just put your headlights on and increase your speed. Those of nervous disposition will readily back off.
If the other driver is a Woman it would normally be safer and far quicker for you to reverse provided you are not also a woman - then wait for a Man to reverse it for you.

gsr...Is your Avatar a clue to the fact that perhaps you are a Motorcyclist.? One rider once belted my wife Viv in the rear.(Oops, that sounds obscene.) :-)

that should be, ALSO a motorcyclist & the avatar picture is a different bike to my user name.
I once knocked a motorcyclist off his bike - he was off work for 16 weeks with a busted shoulder. whoops!
id say it was dangerous to expect someone to reverse over a hill...its kind of a blind bend...
I was taught the uphill rule too - you give way to the person coming up the hill, as you need more power to get up the incline than to go down.

Henceforth, I shall 'give way' to anyone coming up a hill which I am descending.
(Including our friend joggerjayne, if she is in running gear. ☺☺☺ )

the highway code is clear - give way to traffic coming up a hill

- that applies if really half way between obvious gaps.....big issue with visitors around here
