Lleylandi hedge legislation - is it working?

I've read with interest some recent postings which mention Lleylandi hedges. Has anybody been bothered by them and tried to get neighbours to cut them back citing the recent legislation?. Have your efforts been successful? I know some local authorities are making complainants pay a certain sum of money before they will involve themselves in negotiations with the offending parties.

The charges are variable depending on the individual council �150 -�650 in my area with an average arounf �350. Too early to say whether process is successful as early ones are still going through the system. Still a lot of confusion with people thinking it applies to all hedges not just evergreens (not just leylandii). Calculations are fairly straightforward and it should be clear cut (excuse the pun!) but to date a lot of people have not really tried to resolve the issue first.
