Sending information to all local authorities

If I wanted to send some information to all local authorities . How could I do it . Is there a body that distributes information to them all. I know the press, radio and TV networks have a pool and I think Reuters have a distribution network but I don't know of something similar for the local or central government.

I wanted to share experience for pathway access for pushchair and wheelchair users .
Many woodland and other pathways would be ideal for these users but there are access problems. Authorities solve problems in different ways and I was looking for a body that already has some sort of pooling network. I thought ' Highways and Byeways ' might be a possibility but apparently not.

The Department of Communities and Local Government is the gov body responsible for local Councils but not sure they would be willing to help you basically lobby all the Councils.
