You are effectively the owner of the dog in all the ways that matter - food, care, vets bills etc., and your ex is simply using your pet as a means to continue to bash out the kind of argument that probably split you up in the first place.
Make a stand - tell him his 'access rights' are withdrawn since he is simply being vindictive, and causing you grief, and if he threatens to take you to court, say you'll see him there. I suspect that when his bluff is called, he'll back down.
