Monitor Settings

I recently fell heir to an Acer V193W monitor and have connected it to my Dell PC. The monitor was recognised as a "plug and play" device and works great apart from one little problem. When opening a new window or site the screen always needs to be maximised. Is there a setting I can adjust to make all new windows and sites full screen automatically?
