Ramadan - daylight hours etc

The Islamic year is shorter than the actual year by about 11 days, this means that Ramadan starts 11 days earlier each year. When it gets to mid summer in the uk there will be only about 6 hours a day to eat and drink. Do British muslims still adhere to it in these curcumstances? Is there any special dispensation? What would happen if muslims where to move close to or within the arctic/antartctic circle when it is possible to have 24 hours daylight? Just curious.
