International ISP

I'd like to know if there is an international ISP's available that do not charge additional costs for use in foriegn countries. For example, I know of an ISP called 'earthlink', they charge a set monthly rate with no additioanl costs, but if the dial-up is used from another country there is a charge of 15p per min. The ISP will be used primarily in the UK, but also needs to be accessed in France, Germany, Spain and US.

You need an ISP with multiple, global Points Of Presence (POPs). Genuity is one, AOL is another (though AOL isn't an ISP), and there are more, but I can't think of them off the top of my head.
