As long as you declare SORN, the answer seems to be 'Yes'.

The Vehicle Excise and Registration Act 1994 (Section 29(1)) states:
"If a person uses, or keeps, on a public road a vehicle (not being an exempt vehicle) which is unlicensed he is guilty of an offence".

Section 62(1) of that Act states:
"“public road” . . . in England and Wales and Northern Ireland, means a road which is repairable at the public expense".

Since an unadopted road is not repairable at public expense, it would seem to follow that it is not a 'public road', as referred to in the main body of the Act.
