15d cheat on tearaway = rip off.
Dont really understand the answers on this one, can anybody explain, if they are rght or not.

rip off is a double definition - to cheat and to tear away
If you tear away a piece of paper, you rip it off, and "rip off" also means to cheat someone in a transaction.
15 is a double meaning a 'cheat' is a rip off and you 'rip off' things that have a tearaway perforation

So I'd say they were both right.
